Setting up languages in Site settings → Languages rewrites your site so every page can serve more than one language. Not from the Languages tab. Setup needs at least 2 languages. Add your default plus the first translation, then you can add more later. You cannot remove the default, or drop below 2 languages, once the site is set up. More in Languages.
