The Share button in the Site Builder gives you 2 kinds of links: a Live preview that shows the page as you edit it, and a Template link that gives people their own copy. A live preview shows your latest changes automatically. A template stays on its saved version until you open Share, select Template, and click Refresh template link. More in Page Sharing.
